Key Updates Businesses Should Not Overlook

On Invoices and Documents Effective from June 1, 2025!

On March 20, 2025, the Government issued Decree No. 70/2025/NĐ-CP, officially amending and supplementing key provisions of Decree 123/2020/NĐ-CP on invoices and documents.

This is seen as a major administrative reform in taxation, accounting, and finance, bringing practical advantages to businesses, organizations, and individual entrepreneurs.

AACC highlights five key changes below—detailed, easy to understand, yet comprehensive.

1. Eliminating the Requirement to Cancel E-Invoices Due to Errors

Previously, if an e-invoice had already been sent to a customer but contained errors, the seller was required to cancel the invoice and issue a new one.

Starting June 1, 2025, under Decree 70/2025/NĐ-CP, businesses NO LONGER need to cancel incorrect invoices!

Instead, companies can adjust errors directly without needing to issue an entirely new invoice—saving significant time and costs.

2. Clear Definition of E-Invoice Issuance Timing for Exported Goods

An important update for businesses engaged in export activities.

👉 From June 1, 2025, e-invoices must be issued no later than the next working day following the customs clearance date, as per customs regulations.

🔍 Purpose: ✔ Reducing risks of incorrect tax declarations ✔ Enhancing data synchronization between customs, tax authorities, and internal accounting

3. New and Revised Invoice & Document Templates

Are you an accountant or someone working with e-invoice software? If so, pay close attention to this update:

📌 Decree 70/2025/NĐ-CP introduces new templates and revises existing ones, including:

New templates:

  • 01/BK-ĐCTT: VAT input document listing
  • 01/TH-DT: E-invoice summary report
  • 04/SS-CTĐT: E-invoice correction for errors
  • 01/TB-NSD: Notice of invoice suspension

Businesses must update their e-invoice software to comply with these template changes.

4. Tighter Control Over E-Invoice Portal Access Rights

Starting June 1, 2025, tax authorities will have the right to revoke access to the E-Invoice Portal if businesses violate regulations.

📍 Implications: Companies that fail to comply with e-invoice rules, submit incorrect data, or intentionally manipulate information could lose access to the invoice system.
